Short answer
Legalcode's LV_VESTNESIS collection contains 400 selected official notices in eight equal 50-record groups: auctions; notices to creditors and interested persons; invitations to settle obligations; notices to shareholders, members and investors; court-judgment notices; Bank of Latvia notices; a 2021 commercial-register slice; and a later Enterprise Register slice.
The detailed titles include company formation, change, liquidation, termination and reorganization notices; creditor-claim periods; tax or other debt-enforcement warnings; investor and shareholder meetings; enforcement auctions; published consequences of court judgments; and historical Bank of Latvia exchange-rate notices.
Every record is currently classified as Latvian-language PROCEDURAL_NOTICE under the MCP guidance source type. This is a selected corpus, not the complete Latvijas Vēstnesis archive. A notice proves that stated information was officially published on a particular date under an OP number. It does not by itself prove that a debt, liquidation, auction or corporate status remains current. The audit reproduced issue #311: notice objects still use guidance/case-oriented fields and lack strong entity, event and governing-law relationships.
The exact shape of the selected corpus
Production Discovery reports 400 LV_VESTNESIS documents, and Search enumerated all 400 over 20 cursor pages. Analyze confirms that every row is a PROCEDURAL_NOTICE. The selected records run from 14 October 2013 through 3 July 2026, but they are not a continuous daily archive.
The year distribution makes the selection visible: 50 records from 2013, 50 from 2021, 16 from 2023, 28 from 2024, 36 from 2025 and 220 from 2026. An absent notice or year cannot therefore be treated as evidence that Latvijas Vēstnesis published nothing relevant.
Publication-number prefixes divide the corpus into eight 50-record groups. This is a source-audit finding, not a claim that the official gazette itself contains only these types.
Auctions
The IZ group contains 50 auction notices. A fetched concerns a bailiff's first electronic auction of real estate. It identifies the property, creditors, forced-sale valuation, opening price, bid increment, auction period and participation deposit.
The notice states:
Izsoles sākums — 2026. gada 7. jūlijā … Izsoles noslēgums — 2026. gada 6. augustā.
—
That is evidence of the published auction terms. It is not evidence, without a later check, that the auction is still open or that the property was ultimately sold.
Creditor and obligation notices
Two separate 50-record groups concern creditors and obligations.
The KM group contains notices to creditors and interested persons: 47 general termination notices, two reorganization notices and one association-termination notice. The fetched reports termination and the start of liquidation for an association. It says:
Kreditori tiek aicināti pieteikt savus prasījumus trīs mēnešu laikā pēc paziņojuma publicēšanas.
—
The US group contains 49 notices titled Uzaicinājums nokārtot saistības and one specifically titled as debt collection arising from a loan agreement. The fetched gives an authority, enforcement-warning number and date, debtor identifier, property-tax debt amount and location where the document can be inspected.
A published amount is an event at a date. A later payment, appeal, correction or enforcement outcome requires separate evidence.
Commercial and Enterprise Register notices
Two further 50-record cohorts use Commercial Register and Enterprise Register publication codes. Across them, the title inventory contains:
- 36 newly established enterprises;
- 47 changes in an enterprise;
- 15 liquidated enterprises;
- two informational updates concerning registered addresses or updated personal codes; and
- one additional generic notice.
The includes registration date and number, SEPA creditor identifier, firm name, address and trader. The records changes of officials together with termination and commencement of liquidation. The records removal from the Enterprise Register and the entry date.
These notices can contain names, addresses, dates of birth and Latvian personal identity numbers because they reproduce official public notice text. A research article should avoid republishing unnecessary personal identifiers. For matching, the entity registration number and exact OP publication number are safer than name alone.
Shareholder, member and investor notices
The AD group contains 50 governance notices with varied titles. They include general meetings, investor meetings, shareholder meetings, fund meetings, company-specific annual or extraordinary meetings and a notice transferring fund-management rights.
The fetched identifies an alternative-investment-fund manager and fund by registration number, gives the meeting date and place, lists agenda items, and explains remote voting and representation. Such a notice proves that a meeting was called on stated terms. It does not prove which resolutions were ultimately adopted.
Court-judgment notices
The TS group contains 50 notices titled Tiesas spriedums. They are publications about a judgment, not the full reasoned court file. The fetched summarizes a civil judgment declaring a person dead and records the date on which it became legally effective.
The notice states only the operative publication information:
Tiesas spriedums stājies likumīgā spēkā 2026. gada 13. janvārī.
—
Researchers should not cite this short notice as though it contained the court's full reasoning. For precedent or legal analysis, the underlying court decision must be retrieved from a court source where available.
Bank of Latvia notices
The LB group contains 50 Bank of Latvia notices, all from the selected 2013 slice. The fetched is not a sanctions decision or supervisory ruling. It publishes the Bank of Latvia's convertible-currency and gold rates in lats for 19 December 2013.
This category illustrates why the source group and body text matter. A title containing “Latvijas Banka” cannot be treated as an enforcement event. Sanctions belong in the separate LV_BANK_SANCTIONS collection; these 2013 Vēstnesis records are official financial notices.
Identifiers, dates and status
Fetch exposes an OP publication number such as 2026/125.KM1, publication date, notice group, source text, stable canonical /op/{number} URL and, where extracted, an entity registration number and name. Those are the strongest citation and matching fields.
The MCP's status: ACTIVE describes the indexed notice document. It does not mean that a named enterprise is active, a debt is still unpaid, a liquidation is unfinished or an auction remains scheduled. Current state requires a later register record or official notice.
MCP source-quality finding
The audit reproduced the open defects in . These public notice objects are still exposed as guidance; an entity name can be labeled an administrative case name; exact registration-number search is not available as an entity lookup; stable canonical OP URLs appear only after Fetch; notice event/category fields are not dedicated facets; and no structured link identifies governing legislation.
No duplicate issue was filed. The present records remain useful because they preserve full notice text, OP number and publication date, but downstream users must not confuse their storage model with their legal nature.
Conclusion
The selected Latvijas Vēstnesis corpus contains eight 50-record groups covering auctions, creditor and debt notices, shareholder and investor governance, court-judgment publications, Bank of Latvia exchange-rate notices, and commercial or Enterprise Register events. Its 400 records are a deliberately limited sample across 2013–2026, not the full gazette. Each notice is evidence of publication at a date under an OP number. Reliable use requires the exact notice type, entity identifier where present, later-status checks, and a separate underlying source for full judgments, current company status or governing law.
